Honestly we are way past the point of any scientific reasoning. The public has voted that they are uninterested, and the US government and large corporations are about to be uninterested too.

Tons, if not most, Trump voters are just in a toxic information environment, and would not support him if (for instance) they were sat down in a court and showed facts.

Playing devil’s advocate, it appears Hitler doesn’t usually start with an open palm on his heart, but one perpendicular to his chest.
But sometimes he just goes straight from arms down to the salute. There’s some variability.
Anyway, this is splitting hairs to an obscene degree. You have to contort your brain to not see this as a Nazi salute, ignoring the context or not, and in any other time a public figure would have at least apologized for doing this if they weren’t impeached/dismissed/fired.
What’s more, now we know it would have been “banned” only because it wasn’t pro Trump.
Manipulation, to me, implies either a lack of awareness or agency.
Trump knows exactly what’s going on. He has agency. This is not Xi manipulating Trump, this is Trump’s cognizant, free choice. He chose to ignore congress, ignore law and allow TikTok because it’s pro Trump, it’s that simple.
I’m sure the Chinese govt approves of all this and TikTok has an interest in staying alive, but no one is tricking Trump into this. He is doing this.
